Objectives and Methodology

This is a report of findings from the Low-Income segment of the Poverty Pulse, a research program designed to evaluate attitudes toward poverty in America. This is the fourth such study conducted since December of 2000. It is also similar to a series of studies among the general population conducted annually since 2000. The results of the Poverty Pulse are used by the Catholic Campaign for Human Development (CCHD) to promote understanding of poverty in America and greater awareness of the problem in our society.

This study was conducted using a mailed, self-administered methodology. Over 7,000 questionnaires were sent to approximately 350 organizations that work with low-income individuals across the country. Organizational contacts were instructed to distribute twenty questionnaires to their low-income constituents. Questionnaires were offered in either English or Spanish. The questionnaires were sent out in June 2004 with a deadline for return of September 1. A reminder postcard was mailed in August to maximize response rates. The study was identified on the questionnaire as being conducted by CCHD. Respondents were also provided a postage-paid envelope to facilitate the return of the questionnaire. A total of 595 questionnaires were returned. The returns were analyzed for a combination of income and household size and those that did not fall into the categories listed below were excluded from the analysis:
