Mission Statement

The Bishops' Committee on Migration and its staff in Migration and Refugee Services carry out the commitment of the United States Conference of Catholic Bishops to serve and advocate for refugees, asylees, forced migrants, immigrants, and other people on the move. Special concern is given to the most vulnerable among these populations, such as, but not limited to, minors unaccompanied by parents or adult guardians and the victims of human trafficking. This commitment is rooted in the Gospel mandate that every person is to be welcomed by the disciple as if he or she were Christ Himself and in the right of every human being to pursue, without constraint, the call to holiness.The Bishops' staff in USCCB's Migration and Refugee Services contributes to this commitment by:

  • Assisting the bishops in the development and advocacy of policy positions at the national and international levels that address the needs and conditions of these populations.
  • Engaging in educational efforts designed to influence public, particularly Catholic, attitudes toward these populations and to create a welcoming and supportive Church in the United States.
  • Anticipating, providing, and arranging critical services to these populations in collaboration with government, Catholic partners, and other allied organizations.

Who We Are

The Bishops' Committee on Migration sets broad policies and direction for the Church's work in the area of migration. The Committee oversees and provides guidance to Migration and Refugee Services, which is comprised of five offices, including the Office of the Executive Director, the Office of Management and Administration and several policy and program offices:

Justice for Immigrants Campaign

Office of Resettlement Services

Office of Special Programs

Children's Services

Anti-Trafficking Program

What We Do

The above MRS offices represent the bishops' interests in policy formulation and communication, advocacy, education, refugee resettlement, and other specialized services to at risk and vulnerable populations, such as victims of trafficking and unaccompanied minors. The Committee actively promotes the U.S. bishops' migration-related interests with public policy-makers at the national and international levels. Committee members and MRS staff periodically testify before Congress and meet with Administration officials to advocate the bishops' positions. Among the high priority policy concerns of the Committee is refugee protection and finding durable solutions to their plight. In this context the Committee occasionally arranges site visits to refugee areas of the world to witness the conditions of the refugees and to call for adequate responses on the part of the international community.
